Public bug reported:

Binary package hint: unity

I have set "focus follows mouse" (Windows -> "Select windows when the
mouse moves over them"

When I use ALT-TAB to try to switch focus while the mouse-pointer is
over another window (as opposed to the desktop or the top status bar)
the focus returns to the other window.

With the mouse pointer over an empty part of the screen or on the top
title/status/menu bar ALT-TAB focus switching works as expected.
