Our BIOSes are configured to turn off power to the modules when the system is booted or resumed from suspend. In Ubuntu, the modules don't appear to be installed, and lsusb does not echo the existence of the module until pressing Fn+F12 to turn the module on. It's analogous to booting the system with a physical killswitch in the off position.
