Public bug reported:

Binary package hint: overlay-scrollbar
When using the elementary theme (http://danrabbit.deviantart.com/art
/elementary-gtk-theme-83104033), scrollbars are gray in colour for
applications that do not work with the overlay scrollbar (e.g. Firefox,
Banshee, Liferea). On the other hand, for applications which do work
with the overlay scrollbar, the scrollbar is blue.
