rather a compiz issue, I can reproduce it easily, comfirming.

- When we click the workspace switcher , we can move a application 'under' a 
workspace.
- 1) start 1 application on the top left or the top right workspace
- 2) click  the workspace switcher
- 3) drag the window up while the windows top doesn't get under workspace.
- 4) now stop dragging and get the application top again the botton left/right 
workspace and try drag the top workspace
+ When we click the workspace switcher , we can move a application 'under'

+ 1. open a terminal in the top workspace(left/right, doesn't matter)
+ 2. press super+s or click on the workspace switcher.
+ 3. drag the window up so that part of it gets visible in the bottom 
workspace. drop window there.
+ 4. come down to the bottom workspace.
+ 5. drag that window up from the bottom workspace to top workspace.
+
