This happens when using the resize grips implemented on GtkWindow for GTK+. In libreoffice, dragging the window with the grip, displays the 'File' menu and blocks the resizing process (see the attached screenshot). Since dragging with the window borders is working well, the resize grip should be disabled in libreoffice, until the bug is fixed.
