I did a new installation with the Alternative CD. 
Again the target partition (/dev/sdb1) had an old, existing Ubuntu installation.

This installation never asks user-name or password. Beyond that it
completed OK.

Especially, notice this sequence of events !
I select  "Setup  users and passwords" from the Installation main menu. See the 
pictures below.

I asks "Allow login as root ? " . That's good,  BUT IT FORGETS TO QUERY NORMAL 
USERNAME AND PASSWORD.    <---- !!
