Binary package hint: trickle

trickle isn't great, but it does offer some throttling.  Unfortunately
if I enter a fractional speed (-d 0.25 for example), trickle ignores
this and downloads at full speed.  At work I am often stuck in the
middle of nowhere with a less-than-brilliant phone signal which I have
to use for an Internet connection, so throttling certain apps as low as
0.25 KB/s would be very beneficial.
