Public bug reported:

Binary package hint: banshee

Banshee fails to connect to internet radio streams until at least the
third attempt.

I expected Banshee to connect on the first try, or report some kind of
timeout during connection.

What happened instead was that Banshee failed to connect, reported
nothing in the area where one normally sees "Idle" or "Buffering...",
and the play/stop button returned to the "Play" icon. After attempting
twice more, Banshee exhibited the normal behaviour.

I have tested this with numerous streams, including DI.fm, Soma.fm, the
Loveline archive stream, and CBC radio streams.
