Ok, let me try again! If I do not select USEPEERDNS and open a VPN, then /etc/resolv.conf will be empty (except for the "# generated by NetworkManager, do not edit!" header). I believe this is not correct: the existing DNS server should be kept. However, it behaves as expected when USEPEERDNS is selected. Is this the issue you're seeing here?
