I have this problem too. Xubuntu 11.04 Beta2 [20110413.2] i386 iso testing, a new file cannot be created on the desktop and one created in the home folder cannot be copied and pasted to the desktop either via the right click menu [as it's greyed out] or using the shortcut keys. But the file can be dragged and dropped onto the desktop from the home folder.
