It is true that/boot/grub/menu.lst is no longer present and /boot/grub/grub.cfg contains the configuration for grub, but /boot/grub/grub.cfg is not supposed to be modified, it is an automatically generated file. If you want to alter the settings for grub, like what was done with menu.lst in the past, then you would alter /etc/default/grub as a superuser and execute "update-grub" after any changes.
