Binary package hint: shotwell

Filtering on rating does not work.

Steps to reproduce:
1. Open a set of photos with ratings
2. Click on the filter options in the menu (or press Ctrl+1) to filter on the 
rating
3. All photos are still shown.

After activating the filter tool bar, the filtering works. But it is not
intuitive, to say the least. Filtering options should either be not
available when the tool bar is not shown, or the toolbar should be
activated automatically.
