Usually this indicates something failed, and then we get
TooManyConcurrentRequests while trying to clean up after the failure.
(We try to delete a file we were in the middle of creating, but the
connection is already dead, etc.)

Can you give the version of bzr, etc? I thought we had at least handled
most of the TooManyConcurrentRequests (we started suppressing errors
during cleanup because of this)
