I have this identic problem.

Every .ogv file i make is readable from every media player on my
computer, but result corrupt on other computers / SO

.ogv files result corrupt if try to convert or load them on a video
editor.

cinelerra make this output
virtual int FileOGG::read_frame(VFrame^): Expecting a keyframe, but didn't get 
it

I tried to downgrade any package related to theora and ogg, but to no
avail

currently the only way I found to get around the problem is:
load the file on pitivi
export the film to another format

for reasons that still do not understand, pitivi is able to convert
correctly


ubuntu 10.04
libtheora0 1.1.1+dfsg.1-3
libogg0 1.1.4~dfsg-2
