Ian, Yes, wifi should be on by default, unless you uncheck the "Enable Wireless", in which case the state should be followed across reboots. If instead you mean the cases where you disable wireless with the killswitch, then please add the output of the rfkill command when you turn wireless off; then the same output when rebooting :)
