Public bug reported:

Binary package hint: unity

Global menu is nice feature to have with maximized window and always is
a good feature in small screens.

But for wide screens(majority nowadays) its better to have both options
at the same time :3

When window is not max there will be another button to show/hide local
menu but in the same line where menu's name is(just like global menu
does)

P.S. some people me included don't use max/min buttons at all thanks to
double click/max on top and dash+virtual desktops, so one new button
wouldn't hurt ;)

P.P.S. if window is smaller than menu than you can use some ">>" symbol
to show other menus verticaly.

** Affects: unity (Ubuntu)
     Importance: Undecided
         Status: New
