I was talking to another person on IRC (don't remember whom though) and
scrolling was enabled by default for him as well. I would like to
express the opinion that scrolling should be enabled by default if the
argument against it is "discoverability" as Corey said in an IRC
conversation. Since it's enabled by default on Windows, it's not weird
to be enabled on Ubuntu as well. If it's not, users will be annoyed
(because they are probably used to it) and will think that it's broken.

Is there any reference to the policy that states that scrolling is not
enabled by default? If not, I kindly request for this bug to be
reopened.
