Public bug reported:

Binary package hint: unity

I have a window which is set by window rules to skip taskbar and be
unclosable. To be precise, I have an instance of the terminal emulator
terminator as part of my desktop background (i.e. I made it unclosable,
skip taskbar, unminimizable, unmaximizable, fixed size, fixed placement,
unmovable, sticky, undecorated) I have other windows of the same class
that should be picked up by the taskbar. If I open an ordinary
terminator window, the dock says there are two terminators, and allows
me to close my (supposedly uncloable) background terminator. If I close
the normal window, it still says there is one terminator open, which is
the background terminator it is not supposed to see, as you can confirm
by trying to close it. You will also get the same issue if you try to
make a launcher on the unity dock for terminator. This bug did not
exist in gnome-panel - it also doesn't appear in cairo-dock. So I
presume that unity's taskbar has something wrong with it.

To reproduce:

Install terminator from the repository.

Set Skip Taskbar and nonclosable in Window Rules to role=testing.

Run 'terminator --role=testing' (My Alt-F2 refuses to run this; you may
need to use a terminal to run the command)

Open another terminator instance without the --role=testing switch,
and/or try to make terminator a launcher. You will observe the dock
misbehaving.

** Affects: unity (Ubuntu)
