Yeah; Ctrl-Tab here on windows doesn't work in chrome either; does work
on IE9, and doesn't work in minefield.  The current youtube flash
apparently deals with tabs between controls.

That would suggest that the appropriate solution is not to ask the
plugin whether a key can be handled (seemingly chrome's behavior), but
to always handle browser keyshortcuts (seemingly IE9 beta's behavior).
