Exactly, and this is a common issue with today's web. What is even
worse, keyboard shortcuts are still disabled after visiting another tab
or another window. It's extremely annoying when Alt-Tabbing through
different tabs gets interrupted by some old tab that still steals all
keyboard events.

However, there is a suggested simple workaround for this, please give it 
priority:
Bug 625806 - "Keyboard command enhancement: keep tab navigation"
There is no reason to wait for a solution to the whole shortcut key handling 
issue before fixing the worst results like this, especially the easily-fixed 
ones.
