In the first attempt, I used btrfs. Then I reformatted as ext4 and retried the same installation steps. Same problems come up again. So consider the same partman logs but with ext4 instead of btrfs as part of my bug report.
With the grub issue, I tried installing grub to sda2 and to sdb1, but later realized these were mounted (sda2 with fusefs). It does seem that this could be two separate issues.
