Public bug reported:

After doing my updates today, my localization (german) doesnt work. I can
select "german" in gdm, but gnome desktop is loading in wrong (en) locale. it
doesnt show me the right chars (umlaute) in terminal.
In Administration/Sprachunterstützung all settings are done to german (de). I
am not able to bring back my german locale.
