Ok, thanks.

I've tried disabling wobbly windows to see if I can see any weird
behaviour in expo, since I have the feeling that this problem may be
outside the wobbly plugin. One thing I still see (which I had not
reported above) is that by clicking-and-holding outside of the expo
region and dragging the pointer inside, sometimes a window (not
necessarily the one with focus, nor the closest one to the pointer) is
dragged by the pointer moves.

I'm saying this here because this is similar to what I see in the issues
with wobbly, i.e., some window incorrectly believing it's attached to
the pointer, but let me know if you'd like me to report a new bug.
