Verified that this re-occurs on login, when wifi is disabled, i.e
desktop-couch crashes if it starts without a network connection.

This not repeatable on a fresh install. It seems that that it depends on
some services that desktop-couch, maybe in some particular manner. I am
logged into the ubuntu-one normally. If you're not able to repeat this,
try logging in to ubuntu one and installing indicator-weather. I get
apport crashes for both indicator-weather and desktop-couch, so I do not
believe that the problem is with indicator-weather only.
