Public bug reported:

Binary package hint: update-manager

404 error from archive.ubuntu.com

Occurs when 'check' is pressed on update manager

Does not record that system has been updated - says that last update was
12 days ago, despite updates every 2 days or so.

Seems strange, but has occurred for last two -three weeks. Occurred
after upgrade to v.28 - possilbe wrong security key or signature in
update??
