I deem this is a med-high security issue. I too have noticed the effect several times, whenever I've gotten up from my workstation while a menu (in any application, for me) was open: I returned a while later to find the screen blank as expected, since I also set "blank screen" as my screensaver with "lock screen when screensaver is active" enabled.
However, when I returned to find the blank screen, and I wiggled the mouse, the screen would return to where I left off, with the menu still open. I could then click any of the open menu options, after which the screen would lock, and I would be asked to re-enter my password. If someone else sat at my workstation, they could see what was on my screen before I was distracted, and they could choose a menu option. Of course, it would be careless of me to leave my workstation without locking it first, given any security concern about someone sitting there while I was gone.
