Yes, I can reproduce it 100%. The steps: 1) Right click to open quicklist -> if the cursor leaves the launcher area, this doesn't always reproduce, so do not move the cursor. 2) Pres Escape to dismiss the Quicklist 3) Move the cursor over the launcher -> the icons are dragged.
