Solving this in PackageKit is a bit difficult: Ubuntu and Debian share the same packaging, which is nice cause it's easy to maintain. Cause Debian has no Firefox, I cannot simply depend on firefox-dev without breaking Debian compatibility. I'll wait for a "nice" solution (package NPAPI headers somewhere else?), if there is no solution I'll include the headers in PK.
