Public bug reported:

I prefer my system clock to be UTC, for I run many systems. 
I even configured my XP and Win 7 installs to interpret the system clock as UTC

Nor for some reason Ubuntu has changed the default policy of
interpreting it as UTC without notification.

Fix should be to either default back to the original, check whether
clock is set to UTC using ntpdate or ASK the user
