Oh, wait, this is because of the language pack stuff. I'm assuming gnome-panel's gnome-desktop-item-edit only changes Name[en] and etc instead of changing the Name key too so Ubuntu's modified gnome-panel /gnome-menus ignores it and uses it's language pack.
