Leo I understand your arguments that Ubuntu does not maintain Evolution but distributes it. However Evolution is the default mail client (including calendar manager/address book/etc.) of Ubuntu. Since such kind of application is used a lot it has a higher responsibility for the user experience. Other applications that carry higher responsibility are for example the web browser or file manager. I assume these applications are selected to be the default, because they match the Ubuntu philosophy. So when there is something in such an application that is in conflict with that philosophy, then it deserves more attention.
You could say that fixing this bug is not the responsibility of the Ubuntu project, but then I think you forgot that Ubuntu is Open Source. Since Evolution is such an important application within the distribution, I think the Ubuntu project should collaborate with the Evolution project. So the person who is assigned to this bug should communicate with the Evolution developers to solve it.
