We will probably remove all the config files but first lets try something. Creating a temp user and trying to run it under that account. If it works then its a local issue and we don't have to remove ALL config files. Do the following:
1) sudo adduser test (Enter a password. The rest of the asked info is not necessary to fill in. Just press enter to move on.) 2) su test software-center See if the application works properly being run under the "test" user.
