9.04 is no longer supported.

I am unable to reproduce this in 11.04 Alpha 3.   Believed fixed.

Steps to try to reproduce:

(1) Boot Lubuntu
(2) Log in
(3) Right click on panel, select "Panel Settings" from popup menu.
(4) Panel Preferences window appears (why is menu item "Panel Settings" and 
window "Panel Preferences"??)
(5) Click on "Alignment: Center" radio button.
(6) Click on down arrow next to "Width:" box to lower its value from 100 down 
to 80.
(7) Click close button.
(8) Panel is now 80% of screen width and centered.
(9) Right click on panel, select "Panel Settings" from popup menu.
(10) Click on up arrow next to "Width:" box to raise its value back towards 100.
(11) Value increases all the way to 100 with no problem.
(12) Click close button.
(13) Panel is now 100% of screen width.  No problem observed.
