I think I have nailed down some important information about the bug. In order to reproduce, you need to hibernate, then close the lid of your laptop right away. (You don't have to slam it, but close it prior to x windows unloading.)
I assume the problem occurs because the screen is normally turned off whenever I close my laptop. When I return from hibernation, I've already opened the lid because I needed to turn on the computer. X never receives the "I opened the lid" event though. This means nothing has told my computer to turn the screen back on. My guess is that this isn't specific to my Tecra.
