Seb, he merely means menu items that can't currently be used are
disabled. (I head to read the first paragraph twice)
So while you're already on "normal zoom", the normal zoom entry is
disabled ("greyed out"), see attached screenshot
If the menu items are left enabled when they can't do anything then
users will press it and wonder why nothing is happening....
