Public bug reported:

Binary package hint: network-manager
PID USER PR NI VIRT RES SHR S %CPU %MEM TIME+ COMMAND
 5604 spotter 15 0 1203m 512m 10m S 0.0 25.3 1:53.40 nm-applet

25% of a 2GB laptop.

Reason is possibly because I have /etc/resolv.conf chattr'd +i due to
Israeli dsl router dns being flakey (totally broken) And since I can't
configure it, I just forced it to be not be updatable. Which I guess
upsets nm-applet? But it shouldn't be consuming that much ram.

** Affects: network-manager (Ubuntu)
     Importance: Undecided
         Status: Unconfirmed
