You are wrong, it is not set in the program. For example, this sample, http://samples.mplayerhq.hu/MPEG-VOB/interlaced/uruseiyatsura.vob , is definitely NTSC video and it is being opened with bombono just fine.
It means that (despite your words) some mpeg2 file encoded as ntsc can be opened with the program, v0.6 in Ubuntu 10.10 .
