I can reproduce this bug on my Natty i386 system with Indicator Applet Application Menu 0.4.9 (provided by indicator-applet-appmenu 0.4.9-0ubuntu1). After logging in, the menu bar for the Nautilus desktop doesn't show; only when another application with a menu is launched does a menu appear. When that subsequently launched application is quit, or the Nautilus desktop is made to be the foreground application, its application menu appears, and persists until logout.
