I have to agree with Jay, the solution isn't practical for anything other than home / very small builds.
The expected behaviour would be for the installer to look where its told and ignore other sources. Alternatively it could connect to the internet for a secondary list and then prompt the user to either install fully from the CD/DVD only or use the CD/DVD as a base and download only newer packages from the internet.
