Hi. This package used to be in Ubuntu earlier, but was removed from Debian, which Ubuntu is based on (see https://bugs.launchpad.net/ubuntu/+source/luxrender/+bug/709633). The best way might be to file a bug against Debian to get luxrender packaged, and get someone to maintain it there. Then when Ubuntu gets its packages from Debian it would already be included.
