Public bug reported:

Binary package hint: indicator-appmenu

I think that unmaximied windows shouldn't put their bar menu in the global menu
:
On a wide screen, an unmaximised windows in the bottom of the screen can be
very far from the panel. It's a big and very unpleasant distance to do with
your mouse.
When the window is maximised, we can think "my bar menu is just above the
"body" of the windows", wich is the usual place, so it's a good point to win
vertical space.
With an unmaximised window, you just don't need to win vertical space, so why
not to keep menu just above the window's body. The only interest of having
menus in the panel in this case, is to have your mouse running every-where on
the screen, sometimes very far of the window.
