Can you describe how you are updating the keymapping data?  If you're
doing it manually, I'm not sure there's a way within xkeyboard-config to
automatically refresh the data.

I don't think it should be done automatically at boot, since 99.99% of
users are not going to be changing this.  I agree that it could be
checked and rebuilt from gnome-keyboard-properties, however I'm not sure
even there the use case is large enough to warrant doing it; I'm
refiling the bug there for review, but suspect they may prefer to
WONTFIX.
