Dialog is not listed as dependency, but as a suggested package. (Suggests: dialog) Because "dialog" package is not essential for the proper functioning of FreePOPs, but only for the 'freepops-updater- dialog'. As FreePOPs updater you can also use "freepops-updater-gnome" or "freepops-updater-fltk" provided as saparate packages.
