Hello Eric, could you clarify what you're running. Is it Ubuntu 10.10, or is it 'natty' (which will become Ubuntu 11.04)?
Console handling of ctrl-alt-delete is configured for upstart in "/etc/init/control-alt-delete.conf". When the graphical user interface is running, then a dialogue should pop-up asking for a Suspend/Logout/Reboot, or taking the default action 60 seconds later.
