At http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=514464 is said that
bug is due these lines

# A hack to work around a bug in the kernel/loadkeys
if (! $acm) {
    $xkbsym_table{'Caps_Lock'} = 'Shift_Lock';
    $xkbsym_table{'ISO_Lock'} = 'Shift_Lock';
}

Can someone confirm that they're in Ubuntu too and find a way to fix it?

When my Ubuntu was automatically updated to 10.04.2, it updated
consoledata but nothing changed. This is serious.
