Public bug reported:

In previous kernel releases this usb modem was detected correctly and
initialized without problem.

The problem is that HAL/udev detects the device as usb-storage before
trying to initialize usbserial. This results in the /dev/ttyUSBx devices
not being initialized correctly.

To fix the problem one has to run the procedure:

# sudo rmmod usb-storage
# sudo modprobe usbserial vendor=0x12d1 product=0x1003

Then re-insert the device.
