I found a workaround! Well, actually “rausb0” in #ubuntu on Freenode did. At least, it is a partial workaround.
There is a file, http://rt2x00.serialmonkey.com/rt73-cvs-daily.tar.gz from the http://rt2x00.serialmonkey.com/wiki/index.php/Downloads page, which fixes this issue. The rt73 driver both initializes the device from a cold-start (e.g., power removed) without Vista having to init the hardware, and it also restores the expected performance and functionality (no packets disappear into the ether!). The only downside is that NetworkManager absolutely refuses to manage the device. I don't know why it refuses, I just know that it doesn’t work. It does not detect the wireless networks, offer to set them up, or even handle a static configuration when placed in /etc/network/interfaces. So, there is something definitely wrong there.
