Just to add that I also have this problem from time to time.

Distribution: Ubuntu 10.10 - 32 bit
Kernel: 2.6.35-22 generic #35-Ubuntu SMP Sat Oct 16 20:36:48 UTC 2010 i686 
GNU/Linux

Symptoms: Apps that are open will continue to function but most new apps
will not launch. I have had gnome-terminal open and it works but if I
try to open a new one I simply see the new terminal process show up in
"poll_schedule_timeout".

Some apps seem to still open such as System Monitor and sometimes
chromium. But all other applications and menu bars seem to stop.

Typically I will see processors firefox in do_wait and firefox-bin will
be in "poll_schedule_timeout" but when things seem to stop working
firefox will just have the "poll_schedule_timeout".
