I think I'm seeing the same issue. I am able to connect to Facebook Chat and if someone sends me a chat message, I receive it, but when I try and reply, the contact never receives the message. This can be verified by opening Facebook in the browser and going into the web-based chat. The message will not appear.
There are no errors displayed in Empathy to indicate the message was not delivered. If I go into the Debug window, nothing above the Debug level is logged. Once, when this was happening to me before, the contact did eventually receive the message, but not until something like 10 minutes after I had sent it. It's quite possible the issue is on Facebook's end.
