Hi, I know it might be thinking too much (or too little) of the situation but it hasn't been asked yet and I have seen people experience this problem in #ubuntu a fair bit. The default way most people set up a WEP is without a "passphrase" but an encrypted HEX value, to enter a hex value you actually need to pick that option from the dropbox. So sorry if this comes accross as a silly question, but are you sure it's a "passphrase" you're wanting to enter?
